I have the same problem on my MacBook Air. However a found a round-about way of seeing the wallpaper until the next update is released. Try selecting the "cycling" through categories in the Wallpaper setting. I selected "cycling" for Landscapes and so far it's working. Good luck!!!
Yes...Sorry. Use the Shuffle Aerials. They will eventually display all the wallpaper of that category.
You may need to open the Photos App and upgrade the Library. Note once you do, the meta data that tells it what albums and keywords are matched to photos can't be downgraded.

I didn't have the cycling option but I changed from shuffling to sliding panels and it is working.

It worked and the next day it disappeared again
I have ""Shuffle Aerials" set to 12 hour rotation. Try that. A new one will pop up ever so often. It's definitely a bug in the new Sonoma OS.
