I can’t purchase any apps

a window pops up saying I need to verify my payment method but I haven’t changed anything. All I had to do before was double click to pay now I have to enter my password. I reviewed my payment method on file and it’s correct. I have used Apple Pay for other purchase’.

How can i verify my payment method when everytime i do it, it always says “please try again later” So long story short, apple told me i had insufficient funds even though i had enough. So i looked into my payment method and i saw i had to verify my payment method for it to get accepted. I tried doing that and changing my phone number to match but its always on “please try again later”. Even if i restarted the app or the phone, remove and put my card back, it always says that.
