I have two old phones that I would like to get pictures off of. What is the best way to do this? If connect the old phones to iCloud will it erase my current iCloud Photos? Is there another way to download them?
also, where should I save all my photos? My current phone has 30,000 photos.

Using iCloud Photos on your old iPhone won't delete or affect the photos you already have stored in iCloud. Learn more about how that works here: Set up and use iCloud Photos - Apple Support
If you'd prefer to have them on a computer, you can import them with the steps in this support article: Transfer photos and videos from your iPhone or iPad to your Mac or PC - Apple Support
It's up to you where you save them. You could transfer them to your computer, then store them on an external drive or use iCloud.
