Had to download an older mac OS and format a thumb drive to get an older MacBook Pro running. However, now I can't get the older OS won't delete from my trash can.

Open Trash, right-click the installer and choose “Put Back.” Then, in Finder, select the file and press Option + Command + Delete to bypass the Trash.
You need to disable SIP, delete the file, then re-enable SIP

The operation can’t be completed because some items had to be skipped. For each item, choose File > Get Info, make sure “Locked” is deselected, and then check the Sharing & Permissions section. When you are sure the items are unlocked and not designated as Read Only or No Access, try again.
This is the error code I keep getting, even when I do pull it out of the trash.
