can't edit my payment and shipping

I'm trying to update my credit card info and when I get to the screen that allows me to put in my new card info the edit button is greyed out.

what do can I do to update my payment information if it will not open when trying to access the payment and shipping? I have my only bank card on file. It was declined previously, however charges from apple were applied and cleared on 8/29 & 9/3. Now it is asking me to update my payment info. I can't access the app store or any of my apps. When I try to go through the steps to update the information, it will not open that section (payment & shipping).

After I hit payment and shipping, it is not letting me edit the credit card, why? I am trying to change the credit card after going into my settings and hitting my Apple ID payment and shipping. The edit button is not allowing me to add a new credit card.

No Access to update "Payment & Shipping" I cannot update my the "payments & shipping" tab in my account, "Edit" is greyed out. I checked my account settings and my mailing address and other contact information is up to date. How do I fix this?
