How do I share my icloud storage with my wife
I thought I was sharing my 200 GB with her but they have asked her to upgrade her 5 GB of icloud storage. Family sharing is supposed to address this issue.

Did you share the storage plan as described in Share iCloud+ with your family - Apple Support ?
Just having Family Sharing doesn't automatically share an iCloud storage plan; you still have the option to share or not to share.
