I want to remove my apple id balance (itunes gift card credits left overs in my account) in case i wanted to change my country/ region, because you know I can't change the region if there is any credits in my account.

Buy something more expensive than your balance and use a different payment method from the current region for the extra amount; if you can't, click here and ask the iTunes Store staff to zero it.
