System Services in Location Services turning back on after turning them off

Ever since updating to iOS 17 I have noticed my System Services section in Location Services have been turning back on by its self after I manually turn them off. I have experienced this on three different iPhones, the 11 pro, 12 mini, and 15 pro max. Has anyone else noticed that the locations setting in system services turning back on after manually turning them off and how to stop it? I use location services for navigation, I don't need it for anything else.

Thanks for posting in Apple Support Communities.

You may notice that an app has enabled Location Services if you initially allowed the app to use Location Services while using the app. If it requires the use of the feature, it would enable it.

If this is not the case and you have not given access to any app, it would be best to reach out to Apple directly.
