No user login window after rebooting computer

After logging off my computer, I am not longer seeing the user login window or any other way to login. The only options are shut down, restart, and sleep. How can I access my computer?

hmmm...

Try force quitting

ref: You can always force quit a shutdown by holding the power button/TouchID for ~6-10 sec.

Force Shut down your Mac.

Log out, sleep, wake, restart or shut down your Mac

Shut down or restart your Mac - Apple Support

Reboot into safeboot mode and compare your results.
