I’m buying an iPhone for my sister who’s in canada. I am buying online from USA. So I should use us apple website or canada ?

You should send her the money for a Canadian one. Apple doesn't ship internationally or to known freight forwarders, and if you send her an USA model, she'll likely be denied warranty service; for an iPhone 14 or newer, her wireless carrier would also need to provide eSIM support to use an USA model.
