how can I call apple support?

Downloaded Sonoma and now Mac book won't recognize my iPhone. Keep seeing message saying I need to accept new terms and conditions but the wheel never stops spinning. Signed out of my Apple ID and then tried to sign back in and start typing email user name and it won't do anything. When I started typing the first letter it just went back to the left side menu in sys settings.
