Hello Sines64,
We have a great support article that might help with this, if your Notes can be found on iCloud.com. Please take a look at it here: Delete and recover notes on iCloud.com - Apple Support.
However, if they are not on iCloud.com and they've been deleted from the Recently Deleted folder, they will not be recoverable.
