MacOS Sonoma 14.0 upgrade and Safari language issues

I am having some issues since the new MacOS upgrade to Sonoma 14.0. For some reason the language encoding isn't translating to English when using Safari. For example, LinkedIn bios look like they are written in a combination of Turkish and Vietnamese languages. If I copy the text in question and paste it, it will paste in English. Some things on Safari are in English, but some things are not. I switched my encoding from default (Western ISO Latin 1) to Unicode UTF-8. It didn't seem to help very much. Anybody else have this issue? It may be just a coincidence that this began after I updated to Sonoma 14.0. I'm not sure.

Clear Safari cache and cookies, disable or remove all Safari extensions, remove any add-on anti-malware apps and any add-on cleaner apps and any add-on VPN apps per the vendors’ instructions, boot into Safe Mode, and try again.
