Home Screen on iPhone & iPad & Launchpad on Mac - Moving apps - Creating folders - Moving apps into folders

On the Home Screen iPhone, iPad or Launchpad Mac after holding the app until the apps giggles, then move the app to where you want it. To create a folder you move one app on top of another app and let go or drop it. That creates a folder. And it works when the apps and folders don't jump around all over the screen. Example: I like to put all apps that have to do with photos in one folder; so I drag one photo related app on top of another photo related app and drop and that creates a folder, I label the folder Photo Stuff. Then I would continue dragging all photo related apps into said folder. Easy enough, But here is the problem when you move an app all the other apps and folders move as well. Making it extremely difficult to hold one app over another app especially when the app you are trying to move on top of is at the end of the row, because the apps and folders all start to move around the screen, the apps on the end of each row jump to the row above/below depending on which way you move. Is there another way to organize apps and folders on the Home Screen or Launchpad? Or Is there a way to keep the other apps from moving/shifting?

I find that if I drag an app over another one at a right angle and enter just in the middle of side of the icon, the icon under doesn't move.
