My credit card information was stolen and added to someone else's Apple Pay?

My id was hacked along with my 2 CC s - I had to get new CC 3 x , change my phone # , change my email, somehow this hacker put my cc on his apple pay and he/she keeps charging on it and i keep cancelling the cc they use, how do i disable the apple pay

My id was also hacked. I changed my credit card three times now and the hacker somehow has charged on all the new credit cards. How do I stop this and only allow approved charges by me? Apple won’t let me delete the charge card because I have an automatic payment for $2.99 taken out each month. This is the only charge I approve, none others.
