What exactly is the issue?:
A. About a Locked Out?:
First off, it is your Apple ID password you have forgotten. There is no iCloud password. The reason they have made a customer wait is because that is the way Apple has designed their Account Security features. It is something you would have agreed to, upon opening an Apple Account.

If you cannot get it unlocked using the that link, then see what Apple can do for you. The locking of an iPhone is a theft deterrent. So, see if Apple can assist you. Show them your original receipt of purchase. If you do not have it, then there may be nothing you can do about this.
