The credit card number you entered is not a valid credit card number for sandbox account

I am using sandbox account and trying to add test credit card available in developer portal. I am always getting - The credit card number you entered is not a valid credit card number.

I have tried all given card in portal (Sandbox Testing - Apple Pay - Apple Developer) and same issue I see. Any suggestion will be helpful.

I have tried to add card from App Store and from portal(https://appleid.apple.com/account/manage/section/payment) aswell, no help.

I am located in India and using US billing address.

Urquhart1244 is correct. If you are using your own developer-enrollee Apple ID and your Apple ID is located in the US—entirely independent of the sandbox testing—that Indian billing address is going to cause trouble. In general, the billing address needs to be in the same country as the payment card as the Apple ID.

However… Whatever mess you are using for your own Apple ID shouldn’t matter (here), unless you’re also using that same Apple ID as your sandbox testing account. What settings are within the sandbox—your Apple ID sandbox tester account—does matter. And if you are using your own mixed-up Apple ID, see the paragraph above.

Here is how to create testing accounts:

Create Sandbox Apple IDs - App Store Connect - Help - Apple Developer

If you have followed the instructions, and are using the test card numbers, and same-country cards for whatever sandbox country settings and the sandbox testing account are failing, then there is either an issue with your usage, or with the sandbox. If your testing Apple ID country settings differ, then the sandbox is returning the correct error.

If you want help from Apple here: https://developer.apple.com/contact/apple-pay/ (But I’d sort out your own Apple ID first, and then ensure you’ve switched to a sandbox testing account that is configured for the country you want to test.)
