Going by the error message, have you checked the available storage on your Mac? This article can help you with locating that information and how to clear up space if needed.

Are there any Mac updates that need to be installed? Update macOS on Mac - Apple Support
Have you checked for malware? Protecting against malware in macOS - Apple Support
If you still need help, let us know, does this happen when using another web browser, or only when using Safari? And be sure to include the macOS version installed.

Could you confirm for us the storage amount on your Mac? Click the Apple menu > About This Mac to take you to the right spot.
