If I do have MDM on my phone without my consent or knowledge is the administrator phone able to limit is downloaded from iOS updates which would leave my settings unable to see if there is vpn or device manager authorized on it? Other features that I don’t have available to me on iOS 17.0.3 are features like turning your phone on its side to have mote use of the widgets doesn’t seem to have been added or updated either?

You said "If I do have an MDM....". Do you or don't you? That's the first question to answer.

If it is an company iPhone, you need to contact your company - IT department.
Where did you get this phone if you did not put the MDM on it? You need to find out who is managing your phone.
