"Reject Binary" button is missing

I did a fairly rapid upload of a newly revised app. followed by a "Reject Binary" followed by a 2nd upload.

Now the "Reject Binary" button is missing. Can anyone cast some insight on this issue?

I do need to reject and do a 3rd upload.
