Bought 2 2nd generation Air iPads at flea market they were cleared and reset to find out later activation lock still enabled
can I remove activation lock?

We're so sorry to hear that the iPad devices you purchased were not removed from another customer's account prior to purchasing them. The previous owners would be able to remove the accounts from the iPad devices. If you purchased them from the original owner, it would be beneficial to contact them (if you're able), and ask them to remove it by following these steps:
"Remove Activation Lock on the web if a device is offline
- Go to www.iCloud.com/find.
- Sign in with your Apple ID, email address or phone number, and enter your password.
- Select the device that you want to remove from iCloud.
- Click Remove from Account."
