My screen has acquired a small transparent circle I can move around. It will expand. I don’t know what this is and how to use it. Help please.

Just to confirm, do you have the AssistiveTouch feature enabled on your device? If so, does turning that feature off help? Please check out this link, which explains how to check if that feature is enabled, and manage settings: Use AssistiveTouch on your iPhone, iPad, or iPod touch
When you turn on AssistiveTouch, you see a button appear onscreen. You can drag the button to any edge of the screen, where it stays until you move it again. By default, tapping the button once opens the AssistiveTouch menu. Tapping once anywhere outside of the menu closes the AssistiveTouch menu.
There are a few ways to turn on AssistiveTouch. You can:
* Go to Settings > Accessibility > Touch > AssistiveTouch, then turn on AssistiveTouch
* Use "Hey Siri" to say, “Turn on AssistiveTouch”
* Go to Settings > Accessibility > Accessibility Shortcut, then turn on AssistiveTouch
AssistiveTouch can also be added to the Accessibility Shortcut for quick access from Control Center, or you can use the Side or Home button. And if you have an Apple Watch Series 4 or later, you can turn on AssistiveTouch on your Apple Watch.

I did and nothing happened. I poked around and it has 3 states. tiny square,, larger strip, and full screen. there is a microphone icon on it, and the words "Live Captions"

Try clicking the Side Button on your iPhone three times, in quick succession. Did this dismiss it?
If so, it sounds like you're seeing an Accessibility Shortcut. This can be managed using the guidance found here: Quickly open features with Accessibility Shortcut on iPhone
