freeform layered writing doesn't move with underlying image on iPad

I have a large pasted image with 60 different pencil written notes scattered across it.


If I move the underlying image with one finger on my iPad the written notes don't move with the underlying image.


What a mess- I don't notice if I am zoomed in on a section of the image without notes.


It's like wiring on a pice of paper and then moving the paper and all the handwriting ends up somewhere else on the paper. Who would want that workflow?


Why would I possibly want my handwritten notes to scramble across the image?


If I move the image with 2 fingers on my iPad the notes move with the image as I want.


Is this how it's supposed to work?



Great there isn't a freeform Topic in the Tags. Has Apple already abandoned Freeform?

Can handwritten notes on the image automatically lock to the image when I write like Notability works?
