The available Disney+ App required iPadOS 15.3 or later.
Whether or not you will be able to update your iPad to compatible version of iOS/iPadOS will be dictated by the iPad model - and the currently installed version of iOS. You can find this information here:

You should note that for your iPad to install an available update, its battery must be charged to at least 50% capacity - and/or be connected to its Power Adapter. Similarly, the iPad can only be updated over a standard WiFi connection - or be updated by a PC or Mac using iTunes or Finder - over a USB connection.

Depending on what iPad model you have you may not be able to update it. If you’re getting messages telling you that you need to update so you can get Disney+ then you’re probably using a version of iOS or iPadOS that is outdated and Disney+ will not work without an update.
If your iPad will allow you to update, then you can, but if the hardware in your iPad is not capable of getting a version any higher, then it’s going to be time to upgrade your hardware by getting a newer iPad to be able to do what you want. Unfortunately as the OS evolves, so must the hardware to support the new versions. That being said, when the updates are made, the developers of the apps also update them and there may be features that they include that do not work with older versions of the OS anymore so an update is needed to be able to continue using the apps.
Goto Settings > General > Software Update and see if there is an update available for your iPad. If you get a message telling you that your iPad is up to date, then it’s currently running the highest version that is supported by the hardware of the iPad. If there is a message showing you a newer version and allows you to click to update then click on the button and let the iPad do what it has to do. This will update it and then with the new version of iPadOS you should be able to do what it is that you’re looking to do. However, like stated before, if you get the message it’s up to date, then the only option that you are going to have is to get a newer iPad to be able to run the newer versions of iPadOS to allow you to be able to download and use the app. I know this probably isn’t the news that you wanted to get, but the iPad itself doesn’t have to be the newest of the bunch, you can also get a used iPad that is a little older that is still capable of supporting the newer versions of iPadOS that will allow your app to run.
