Safari not opening !

Safari is not responding at all - Message in Finder No Longer Open ` however showing in System Preference .

Instructions from help all start with open Safari and then follow instructions but how can I do that when it will not open in the first place.

Safari works fine on my iPhone and iPad .. Please help .

1) Reload the page
2) Install software updates and restart
3) Check Safari extensions
4) Test with a private window
5) Check Safari settings
6) Check iCloud Private Relay
7) Check VPN or other security software
8) Check network settings
