AirTags are physical devices. You don't link them to anything. You attach them physically to an object. You would need 130 AirTags one for each car and key. Likely not a good solution, as they need to be tied to a single Apple ID, and they will beep when away from the paired devices and issue continuous alerts on nearby iPhone's to alert the users of their existence. AirTags are not designed for vehicle fleet tracking.

No. Its not a commercial solution for tracking vehicle fleets. Its a personal tracker used on a single person's or family's items.

Yes, there are plenty of commercial solutions to track car fleets.

No. The limit is 16 Airtags per Apple ID. And as I said, doing this, will be completely obnoxious to whoever rents your cars and has Apple devices, as not only will the AirTag make a continuous noise when away from the paired iPhone, it will continuously issue a warning on other nearby iPhone's that an AirTrag may be traveling with them.

AirTags are not designed or intended for this type of use.
