Even though I delete game apps on iPad and on iPad storage (I am wanting to restart several games)
when I go back to the App Store, always shows the “download “ symbol so question is…on backups, is the cloud holding this data? How can I delete if so?

That icon just reflects that the app was purchased previously, and can be redownloaded as opposed to purchased from the App Store. While third-party apps can sync their data via iCloud, that implementation would be entirely up to the app developer.
