can not get Time Machine to work.

After installing Time Machine it appears once in the apple menu and a second time on computer face (computer screen). On neither one can I get restore to work. Could someone provide step by step instructions on how time machine is supposed to be set up and how to get ti to work? THANK YOU!

Time Machine will not appear in the  menu.
