Isn't able to delete previous macOS installer from Trash since it is used, but it isn't.
My system is:
Mac Pro late 2013, running on macOS Monterey 12.7

Isn't able to delete previous macOS installer from Trash since it is used, but it isn't.
My system is:

It doesn't work, so I did it following tip.
1) Moved "the installer" to Application folder.
2) Installed macOS on external drive and startup from it.
3) Moved "the installer" to trash can and emptied it.
4) Changed Startup drive to internal drive and booted from it.
5) "The installer" disappeared.
That's all! It worked.

That's all! It worked.
After a Restart, anything that was in use or was placed in the Trash will no longer be part of the new instance of MacOS, so you should be able to "empty trash".
The next thing I would try is to launch Disk Utility and Repair disk.

Thank you for your typing. It's should be, though I try to restart Mac Pro several times, I can't delete the installer in the Trash because it is using but not.

I guess it really WANTED to get installed, and would not take anything else for an answer.
