It could be that there is no more storage left. If so clean out your storage and re-try the software update.
For more information on how to update read Update your iPhone or iPad.
You can also update your iPhone using iTuens Update your iPhone, iPad, or iPod touch with iTunes

To update over the air from the phone all of these requirements must be met:
If you can't meet all of them you can still update using your computer.
I believe you can’t as the latest software is iOS 17.
You may be able to update to the latest iOS 16.7.1 But iOS 17 is the easiest option that I can think of
Since updating to 16.7.1 on my iPhone 8, App Store will not update or download apps using WiFi, but works okay using data. Some other apps don’t like it either. Apple News won’t load for instance.
I’ve tried reset network settings and a hard reset on the phone, but neither have helped. The same applies to my iPad and MacBook Air, since updating.
Any suggestions?
Thanks for getting back to me. No VPN. I've just come off the phone to Apple and they think it could be connected to the WiFi security. I have a fairly old router, set to WPA2-PSK [AES], and they recommend WPA3.
WPA2-PSK [AES] should be OK, as long as it isn’t WPA/WPA2-PSK [AES]. WPA3 can be a problem if you have any devices that are older and don’t support WPA3 (there are a lot of them), that’s why newer routers suggest WPA2(Personal)/WPA3. But you should probably replace the router if it is more than 5 years old; router technology changes rapidly.
Hi there. Well, it had nothing to do with WPA. An organisation responsible for the telecommunications infrastructure in the UK, called Openreach, had been dabbling around with some security settings that were screwing things up for a lot of users. That has now been rectified and all is running sweetly again, but I'll still invest in that new router. Thanks for your time.
I need a new software update 16.7.1

The newest for your iPhone 11 is 17.0.3
If you are using VPN turn it off, and if that doesn’t fix it delete the VPN profile.
Interesting. My ISP is providing a new one, set to WPA3, but I'll also check out the other settings. The old Netgear router must be well over five years old, so it's definitely time for an upgrade.
