Safari 17 WebGL not working

I'm using two intel Macs with the exact same issue. If I go to any site that uses webgl the sites fail with errors in the console. For example http://webglsamples.org/aquarium/aquarium.html When I open the site it shows a preview but in the console it stops with an error.

It's not isolated to my laptop but also my iMac Pro. I did a reinstall of Sonoma on both machines as well as created a new user to see if the issue was damage to the os or preferences. Will work on Firefox, Edge but also fails on Safari Developer Preview.
