I'll be traveling to Dubai in few days. I have seen there are some issues with 15 Pro Max screen burn-in or image retention.
If the screen is damaged due to this, can I it sorted out in India or do I have to go to Dubai for the same again !?
Apple replaces the phone if this occurs. Can I claim the replacement in India !?

It's at the discretion of the people at the service center. They likely won't have international iPhone models on hand for replacements, and therefore aren't obligated to honor warranties or AppleCare plans from outside their own country(except when both are in the European Economic Area or Switzerland).

And its wifi and Bluetooth is not working on visit to Service provider in pakistan they said to get this replace from USA or dubai as product is brand new and In Hardware fault. Can i easily get it replace this LLA model from Dubai... Please help... as i have purchased tickets for dubai for this .
No. You bought a gray market phone. The warranty is only valid in the US. You will have to take it to the US or send it to someone you know there to take it in for service.
