OWC says 32GB is the max for an 18,1 model.

Mid-2017 saw the introduction of two 21.5" iMac model lines (which is unusual). They have somewhat different RAM specifications.
The OP seems to have the non-Retina model (iMac 18,1). The Retina 4K model had model identifier 18,2, could accept twice as much RAM (32 GB / 64 GB), and required faster RAM. On both, the RAM sockets are sealed in (non-user-accessible).
Other World Computing groups both model lines together, with the note that the 64 GB kit is for the "iMac18,2" (that is, the Retina 4K model) only.
16GB originally, and currently 32GB; Apple doesn't update its specifications when higher-capacity modules become available.
