press turn on button on I MAC hear turn on sound repeated every 5 seconds back plug ins seem dead and wireless or wired keyboard also is not giving any responses at all? I do not have orig start up disc 2013 27" sierra

The startup error is do to incompatible, bad or no RAM modules.

It will not startup if it has incompatible, bad or no RAM modules are in the RAM slots.
As den.thed pointed out your problem is due to incompatible, bad or loose RAM models.
First thing to do is open the RAM access for in the back and make sure all of the modules are firmly seated in their slots.
Next, if you added 3rd party RAM remove it leaving just the original Apple RAM and see if that will work.
If you add additional RAM we recommend getting it from only Crucial.com or OWC (MacSales.com).
well I guess I didn't know my I Mac which was a gift was actually a 2010 which I brought to the Apple Store & was told to get lost...obsolete no bueno...sierra madre, adios, vamoos & sianaraah ---- so I opened the little RAM door basically 3 tiny screws and wiped out the dust...but all looks original and all looks tightly in place... there is a little green light I can see from outside the RAM door that goes on when I hit the button and off when I hit it again...the same continious apple beep continues unfettered....HELP!
The iMac is to old for an Apple Store to fix.
You need to find an Apple Authorized Service Provider like BestBuy to look at it.
