Adding card to Apple Pay

My credit/debit card is compatible with the device and area zone as I have checked multiple times. But this keeps showing up anytime I try to add card to Apple Pay.

cannot add card to Apple Pay I cant add my debit card to Apple Pay. I've tried to reset the password etc, I've called apple & commonwealth (the bank) and they both are saying it is not on their end. when entering the card, and agreeing to the terms and conditions it says "could not add card" "try again or try later"
