What is the format of the photos? After the upgrade to macOS 10.15 Catalina the system does no longer support some older image formats. You may need to convert the photos you cannot import to Photos to a different format.

You can use the Adobe Digital Negative Converter. It will covert most RAW formats to the .dng format which Photos can use.
