Headless Mac mini running macOS Sonoma Screen Sharing screen resolution 1920x1080

Apple Screen Sharing on MacBookPro with 4K Monitor running macOS Ventura 13.6 and connecting to a headless Mac mini running macOS Sonoma, the screen resolution is a very blurry 1920x1080. The System Settings for Displays on the Mac mini does not allow resolution to be changed. How to fix?

Suggestions to hold option key when choosing 'Scaled' does not work since Sonoma does not have that choice (at least when headless)

I connected a 4K monitor to the Mac mini M1, and when connected, the Screen Sharing app had access to other resolutions. Once disconnected, 1920x1080 was all there was available.

This seems to severely limit the use cases for headless Mac mini running Sonoma 10.14. I had an old MacPro in the old days which we had to buy an adapter that would fool the graphics card into thinking a Cinema Display was connected. Is that where we are again?
