Clicking on the scrolling bar doesn't do anything either.

Have you tried quitting out of Safari on your Mac and re-launching it? Sometimes this can be the best and quickest way to resolve unexpected issues with an app. Here's how to do that if you haven't tried it already: Quit apps on Mac - Apple Support
If that doesn't work, we'd also recommend rebooting since it can also resolve these types of issues: Shut down or restart your Mac - Apple Support
