Icloud backup uses cellular in spite restriction

If I begin an iPhone backup to iCloud using WiFi and then step out, losing the WiFi connection, the backup continues over cellular data even though I've restricted this in Settings.

This oversight has cost me two monthly data packages before I noticed the issue.

Dear Apple, could you consider compensating for this?

Why does my phone give me the option of backing up automatically using cellular data if Wi-Fi is required? my phone will only perform automatic backups when connected to Wi-Fi, even though the cellular option is turned on. How do I fix this? I’m currently at my cabin where I don’t have a Wi-Fi connection
