Command–Grave accent (`) not switching Safari 17 window on mac OS Sonoma

On Safari 17 (mac OS Sonoma) the Command–Grave accent (`) is not switching between Safari windows. It works fine on every other app, except for Safari. I've tested on two different Macs and I see the same behaviour.

I have the "Move focus to next window" active with the "⌘`" key combination on System Preferences > Keyboard > Keyboard Shortcuts > Keyboard.

Also. the keyboard shortcut is still described in the official documentation (Keyboard shortcuts and gestures in Safari on Mac - Apple Support), so I'm at a loss on why it's not working.

Any ideas?

Thanks to this thread, I realized it's a Stage Manager bug (no fix yet). https://www.reddit.com/r/MacOS/comments/16zpjau/sonoma_move_focus_to_next_window_not_working/

Hey scheeko,

If you haven't done so already, we recommend restarting the Mac. This step has been known to resolve software related issues. You can restart by following the steps below or in this article: Shut down or restart your Mac.

On your Mac, choose Apple menu > Restart.

If restarting doesn't help, see if it's related to software that starts as the Mac loads. To do so, restart your Mac to safe mode by following the steps here: Use safe mode on your Mac. Follow the steps for the outcome. After testing in safe mode, restart normally and check Safari.

I have the same issue but with Finder and not Safari. I realized if I turn off the stage manager it will work again. It seems like a bug and I'm hoping apple resolves it.

Thanks for the input. Restarting did not help, and the behaviour stays the same if I boot in Safe Mode.

Doing a bit more digging, I've tested replacing the normal keyboard shortcut ⌘` by Shift-⌘` and the behaviour works – it switches between Safari Windows.

So it seems something is capturing that shortcut specifically when I I'm on a Safari Window (but not the Safari Settings window).

I've also disabled (and then removed) all Safari extensions, and ⌘` continues to not work.

I've also disabled Safari's usage of iCloud (as I've seen this behaviour on my two Macs), but to no avail.

I'm at a loss at whatever is capturing ⌘`...
