i cant access my mail on my i-phone

You can follow the steps here for an issue downloading email:

If you can't receive email on your iPhone, iPad, or iPod touch

If you continue to have issues connecting to the server, this is indicative of an issue with the connection or the settings that are telling your Mail app where to connect.

Try testing with another connection to see if you get emails there. Let us know if this has ever worked in the past.
