Whenever I open Safari Browser It opens some small screens on the most bottom on the screen.

It sounds like you may be referring to the shelf, which is a multitasking feature on iPadOS. Here's some information: Use multitasking on your iPad

Use the shelf on your iPad

When you switch to an app that has multiple windows open, the bottom of your iPad screen shows a shelf containing thumbnails of all the app's windows.

Tap one of the thumbnails to open the window. You can also swipe up on a thumbnail in the shelf to close that window. In some apps, you can also open a new window by tapping New Window  in the shelf.

To close a window, tap the three dots at the top of the window, then choose Close.

1. From the Home Screen, swipe up from the bottom of the screen and pause in the middle of the screen.
2. Swipe right or left to find the app that you want to close. 
3. Swipe up on the app's preview to close the app."
