I have Apple TV on my phone but can't send it to my tv
Downloaded the app, updated it, still no option to fix.

Your TV or an external streaming device connected your TV, may need the Apple TV app of its own. Then you can sign in there with your Apple ID account, and then it will play your content there.
Select smart TVs may have the Apple TV app available or installable among their smart apps.
Select HDMI streaming devices may support the Apple TV app. That can be an Apple TV box, Roku, Fire TV, Nvidia Shield, Xbox, PlayStation, ‘Chromecast with Google TV’ dongle, or select cable and satellite boxes.

Apple’s own apps on iPhone do not support Chromecast for local device-to-device streaming, if that is what you were trying.
Apple’s own apps do support AirPlay instead. That requires a receiving device that supports AirPlay.
