I cannot download photos from iCloud to my pc in JPEG format.
I want to download photos from my iCloud as JPEG files. Why, recently, have photos been downloading as HEIC files in stead of JPEG?

It sounds like you want to download photos to a PC from iCloud as JPEG. We would recommend you use this article for more information about downloading photos.
"If you want to download your photo or video as it was originally captured or imported, choose Unmodified Original. For JPEG or H.264 format — including edits, and even if it was originally in HEIF or HEVC format — choose Most Compatible.*"
