I don’t know the iCloud password for my watch since it was a gift and I can’t connect it with my iPhone and I can’t see the apps that use to be on it after I restart to connect it with my iPhone I cannot see time and other things on the watch

In order for you to access and setup the device for your self, the previous owner would need to remove it from their account.
If you know the previous owner, you can provide the following steps to them: What to do before you sell, give away, or trade in your Apple Watch, or buy one from someone else
