i had an old account that got locked and then i got a new account i was able to log in once and then my device was banned, i can access it on my ipad but i need it on my phone, can someone help?

SnapChat banned your phone. Only SnapChat can unban your phone. Erasing your phone will not help, since that will not change the ID of the phone. Apple is not involved with this at all.

If Snapchat has placed a device ban on your phone, wiping your phone wouldn't get around it. Snapchat would still recognize the phone, and refuse to let you log into any account from it.
All you would have done is to wipe your own apps and data, for nothing.
You need to contact Snapchat. It's not an Apple product and if they have banned your iPhone, only they can help you.
