Adding an App to the Doc:
A. Use Drag-&-Drop:
Drag-&-Drop this from the Applications menu, onto the Dock.
B. Try in Safe Mode:
Boot your Mac in Safe Mode, and then see if you can then perform this. While in Safe Mode, Login Items do not open at log in, and damaged and missing system files(i.e. caches) are replaced and relocated, respectively.
There is the built in capability to do screenshots in the Mac OS. You press command+shift+4 and choose the area to take a screenshot. There is no app to put in the dock. So what app are you trying to install?

How to Locate this:
Right-Clicking, and browsing through Finder, and then clicking Get Info... is how I located it.
Screenshot:
I had not checked my MBA with Mojave installed; it was not available until that OS.
Unless I intended to use it every few minutes, I prefer to use the key command because it is faster.

Thanks for that info.
Relocating may be Required:
Using my iPhone at the time of replying. Had no Mac in front of me. Now that it is there, discover how to access it. But, drag-&-drop it into the line in Terminal, and it goes away, and, as a result, you need to retrieve it again.
