Can I unlock iphone model 6 using IMEI number..The iphone was bought as a second hand on the street market and somehow trying to reset but asked for apple ID

Can I send in the IMEI number to bypass the apple ID .

iPhone locked and need previous owners Apple ID and password iPhone locked to owner . To unlock this iPhone I’ve just bought after charging it up “ iPhone locked to Owner “ . I have asked the seller for his Apple ID and password that were used during his set up but no joy . Help

No. The activation lock is an anti-theft measure.
