My wife can only use the speak to type. All we get since the last update is the spinning wheel of doom. It happens when we enable the speech to text. This is the only way she can “type” its a serious pain. Yes, we have enable Siri, yes we have enabled the diction.
Settings > General > Keyboard > Enable Dictation
Does no good at all.

After about two hours, I managed to fix it. It’s a settings in accessibility, voice control. There is a clash which switches the microphone off, even though the microphone is enabled genuine bug in the SE software, but it doesn’t appear to manifest in my iPhone 14, but they are both on the same version of iOS.
