How to update to IOS 13

My device does not update to the latest version (I think) can I update to an earlier version, like version IOS 13.

iPad Air, iOS 12

Most likely your iPad Air is a 1st generation model (identify it correctly, using these instructions:--> Identify your iPad model ) , and cannot support iOS versions past 12.5.7.
